This message is generated when an attempt to create a maintenance endpoint (MEP) in hardware fails because either the appropriate MEP database (LMEP or RMEP) is full and no more MEPs can be created or the maintenance association for this MEP could be located in the maintenance association database.
Delete unneeded maintenance endpoints to make room for the ones that are needed or verify the correct parameters for the MA and MEP are specified. These include the MAID (include the type used originally), level, VLAN id, MEP id, MEP type, and port number. You can also verify the HAL OAM database with the command: debug hal show platform hwa-oam all
