A received packet has an invalid header or some field that shouldn't be possible. The packet could also be inconsistent with where we are in the code (failed sanity check).
Examine a packet dump of the offending BPDU to determine the problem. STP.InBPDU.Dump can be used to dump the BPDU or a manual sniff of the wire may be necessary.
