When the CRP is unconfigured, or the interface is going down, it unicasts a CRP advertisement with 0 holdtime, so that the next BSR advertisemtn will not contain this CRP. This is to speed up the BSR convergence time, otherwise the CRP entry on the BSR will have to timeout, before the BSE would know that the CRP is no longer up.
