ELSM received a Link-Up message from VLAN Mgr indicating a physical link-up was detected.
No action is required. The ELSM state machine should continue to operate, and at some point unblock the port. Even the link-up is detected, ELSM will wait for reception of HELLOs before unblocking the port. When ELSM unblocks the port, the apps will be notified of the link-up and take appropriate action.
