BGP RtMgr Agent sent a Rstrt table end message to BGP protocol for this afi/safi to indicate that RTM (RIB) has provided all external routes and/or active indication for BGP routes. BGP can now proceed with restart procedures such as performing bestpath on the Loc-RIB and advertising to peers
