Indicates that periodic join is not being sent on 'vlan' for the specified multicast cache. This is due to the fact that the cache entry has egresses which are checkpointed by the peer and there are no local joins on any of the egress VLANs. Periodic joins will be sent by the peer, who is the DR on the VLAN.
