The circuit ID in the specified type of Hello PDU changed. The packet was discarded. This is applicable to point-to-point adjacencies only. This may occur after a neighboring switch reboots or has a process restart.
If the messages persists, the adjacency should ultimately reset after the neighbor is timed out. During adjacency re-establishment, the new circuit ID will be learned and message will no longer appear. If for some reason the message continues, try removing the local interface from ISIS and adding it back. This effectively erases the neighbor table for that interface.
