The system configuration is dirty (the running system configuration is different from the last saved configuration), so the process cannot be re-started since it will not be able to load back the un-saved running system configuration when it re-starts.
Process re-start cannot work currently if the system configuration is not saved. Will require a box reboot to get the process running again.
