Components are typically considered to have failed when certain errors in them exceed set thresholds or the component does not respond to health check's requests and the card has therefore to be rebooted. Since the card is being rebooted, this message will be accompanied by Device Manager's card reboot messages.
There is no remedial action that the customer can take. The switch itself is rebooting the card or shutting it down.
