Uneven Cascade Lengths and Ring Re-balancing

When a ring is formed from two unequal length cascades, or re-formed due to a ring link break and restoration, there is a desire to equalize the cascades from a data plane perspective. This reduces traffic flow over one cascade at the expense of the other. This becomes especially important when a ring has been severed resulting in two unequal length data planes, and then rejoins. Although not described in Forming a Ring, rebalancing always take place after control plane ring formation. By always re-balancing, regardless of how the two cascades are configured, the result is two approximately equal length data plane cascades. By default, ring re-balancing is disabled; however, you can globally enable all ring re-balancing.
