To create an IP interface (to enable IP-Layer functionality), you must assign a primary IP address to the VLAN or brouter port. By default, the switch enables the IP interface after you configure the primary IP address.
You can administratively enable or disable an IPv4 interface after you create it or you can instruct the switch to create the IP interface in a disabled state when you configure the primary IP address. The following examples provide different use cases to change the administrative state of an IP interface.
To change the feature configuration on an existing IP interface, you must perform the following actions:
Disable the IP interface.
Make the configuration change.
Reenable the IP interface.
To preconfigure a new interface, including routing protocols on the interface, and enable it later during a maintenance window, you can configure the primary IP address for the interface and configure the disabled state simultaneously.

You can change the IP interface administrative state of IPv4 interfaces only.
You can change the IP interface (IP-layer) administrative state only for VLAN and brouter ports.
In the case of coexistence for both a NOS routing VLAN and VLAN Management Instance, the IP interface state change only affects the local VLAN.
Layer 3 information passes to DvR leaf nodes only if you enable the IP interface on the DvR controller.
You cannot change the administrative state of a VLAN that does not support an IP address configuration, for example, a VLAN used for IP Multicast config-lite for Fabric Connect.
You cannot change the administrative state of an IP interface on a Shortest Path Bridging MAC (SPBM) VLAN.
To change the administrative state of a VLAN used with virtual interswitch trunk (vIST), you must first disable vIST.
The ability to create a new IP interface in a disabled state in one step is available only using CLI and not EDM.
